Reference:    Promotion to Captain

On August 19th, 2009 the Portsmouth Police Commission voted unanimously to promote Lieutenant Corey MacDonald and Lieutenant Mike Schwartz to the rank of Portsmouth Police Captain.

Captain MacDonald started with the Portsmouth Police Department at age 14 as a police cadet, eventually being hired as an auxiliary officer and then a full-time police officer in 1999. Captain MacDonald has served as a detective assigned to the Portsmouth Senior High School, a Patrol Sergeant, Patrol Lieutenant and as the City Prosecutor/Assistant City Attorney for two years prior to his last position as Lieutenant of the Bureau of Investigative Services. 

Captain MacDonald holds an undergraduate degree in Criminal Justice, a Juris Doctor from the Massachusetts School of Law, and a Post-graduate certificate in Driving Government Performance from Harvard University’s Kennedy School of Government.  He is the assistant coordinator of the Selective Traffic Enforcement Team (STEP), Commander of the Drug Recognition Expert Unit (DRE), and on the Legislative Committee of the New Hampshire Police Association (NHPA).

Captain MacDonald was born in Portsmouth and is a graduate of Portsmouth High School.  He is a resident of the City with his wife Joy and daughter Avery. 

Captain Schwartz is a 19 year veteran of the Portsmouth Police Department. He has worked as a Field Training Officer, hostage negotiator, detective, Patrol Sergeant and Patrol Lieutenant. He is also a past president of the Portsmouth Police Relief Association. While supervising the police department’s Family Services Division he managed several initiatives to combat underage drinking.  Captain Schwartz has extensive training in the investigation of child abuse and elder abuse.

Prior to joining the Portsmouth Police Department Captain Schwartz served in the U.S. Army for six years. He has a Master of Science degree in Management from New England College.

Captain Schwartz lives in Portsmouth with his wife and two children.
