Reference: Promotion to Lieutenant

On Thursday, August 28, 2008, the Portsmouth Police Commission unanimously voted to promote Sergeant Corey MacDonad to the position of Lieutenant in the Patrol Division effective immediately.

Lt. MacDonald started his career part-time with both the Hampton and Portsmouth Police Departments before joining the Portsmouth Police Department full-time in 1999. Lt. MacDonald has served the City of Portsmouth as a Patrol Officer, Field Training Officer, Detective, Drug Recognition Expert Instructor, Portsmouth High School Resource Officer, Patrol Sergeant, and most recently as the City Prosecutor. His career has been distinguished by active enforcement in the field of drug and alcohol crimes.

Portsmouth practices a community-policing philosophy. As a result, ranking officers in the Portsmouth Police Department carry a sizeable load of projects and collateral assignments in addition to their regular policing responsibilities. Lt. MacDonald is the Team leader of the department’s Drug Recognition Expert Unit, a team dedicated to removing drug and/or alcohol impaired drivers from the streets of Portsmouth. He is the assistant coordinator of the Selective Traffic Enforcement Program, as well as serving as a ranking member of the Department’s Field Training Program. Lt. MacDonald is an instructor in the area of drug and alcohol impairment and on-line social network investigations. He travels nationally speaking to law enforcement, educators, and parents and has published articles and training DVDs on those subjects.

Lt. MacDonald also serves on his own time, as a board member and general legal counsel to the Working Dog Foundation, Equine Protection of North America (EPONA) and the Fuller Foundation Inc.

Lt. MacDonald is a graduate of Portsmouth High School, and holds an undergraduate degree in criminal justice as well as a doctorate of law. Lt. MacDonald recently completed Harvard University’s Kennedy School of Government program on Driving Government Performance. He is a licensed attorney in both New Hampshire and Massachusetts.
