Reference: Arrest for Online Enticement of a Child

On Thursday, January 19, 2006 at about 2:45 p.m., Portsmouth Police Department Detectives, working in their capacity as Investigators for the Northern New England Internet Crimes Against Children Task Force, arrested: Vinay KUMAR (age 28)

The arrest was made with the assistance of other Portsmouth Police Detectives and Patrol Officers.

KUMAR was charged with one count of Certain Uses of Computer Services Prohibited (NH RSA 649-B:4) after KUMAR drove to meet a person he believed to be a 15-year-old female, whom he had been chatting with via an online instant messaging system, for the purpose of having a sexual encounter. The 15-year-old female was actually a Portsmouth Police Detective. The offense of Certain Uses of Computer Services Prohibited is a class B felony punishable by imprisonment of up to 7 years.

KUMAR posted $5,000.00 Cash bail and was released. KUMAR has a scheduled for arraignment at the Portsmouth District Court on February 20th, 2006 at 08:30 a.m.

The Portsmouth Police Department is the founding partner of the tri-state, Northern New England Internet Crimes Against Children Task Force (New Hampshire, Maine & Vermont), part of the national Internet Crimes Against Children Program. The Internet Crimes Against Children Program provides funding, training and resources to help state and local law enforcement agencies develop an effective response to cyber enticement and child pornography cases.
