Reference: Heroin overdose related arrests

On Monday, October 22, 2007, the Portsmouth Police Department began an investigation into the death of a 36 year old male who had been found unresponsive in a room at the Comfort Inn located at 1190 Lafayette Road in Portsmouth. The victim was transported by the Portsmouth Fire Department ambulance to the Portsmouth Regional Hospital where he was pronounced dead.

Portsmouth Police patrol officers and detectives interviewed numerous witnesses, and detectives processed various areas of the hotel where evidence was recovered. As of today’s date, the following individuals have been arrested as a result of this investigation:

Jeffrey Marshall
Date of birth 05/28/64
600 Lafayette Rd., Portsmouth.
Charge: Distribution of a Narcotic Drug (class A Felony).

Carrie A. Collins
Date of birth 12/19/85
600 Lafayette Road, Portsmouth.
Charge: Conspiracy to Distribute a Narcotic Drug (class A Felony).

Tammy J. Wylie
Date of birth 03/08/81
600 Lafayette Road, Portsmouth.
Charge: Endangering the Welfare of a Child (class A Misdemeanor).

It has been determined that Marshall and Collins provided heroin to the victim prior to his death. It was also determined that Wylie had a child in her care while drugs were being used at the hotel. The charges for Marshall and Collins may be upgraded by the Rockingham County Attorney’s Office pending the toxicology report from the State of New Hampshire Medical Examiner’s Office.

 

Marshall has been arraigned in Portsmouth District Court and he is currently being held at the county jail on $20,000 cash bail. Collins was also arraigned and is being held at the county jail on $10,000 cash bail. Both arrestees are scheduled for a probable cause hearing in Portsmouth District Court on November 6, 2007.

Wylie was processed today at the Portsmouth Police Department and released on $2,500 personal recognizance bail, for a November 26, 2007 arraignment at Portsmouth District Court.

This investigation is ongoing, and more arrests are anticipated. The Comfort Inn, Crossroads House and the Division of Children Youth and Families have all assisted the Portsmouth Police Department greatly in this investigation.
