60 Penhallow
Utility work in Daniel Street by Severino Construction (site contractor for McNabb Properties) started on April 4, 2022. The work is contained to the block of Daniel Street between Penhallow and Market Square, adjacent to the 60 Penhallow Street Brick Market building.
Businesses and pedestrian access remain open. The City has worked with businesses in the affected area of Daniel Street to place "Open for Business" signage and encourage pedestrian traffic to those businesses:

Monday, April 3, 2023 - Friday, April 14, 7 am to 6 pm
Daniel Street sidewalk -- Work to install the accent hardscape work will block the sidewalk on the south side of Daniel Street and detour pedestrian traffic to the north side through the crosswalk at the intersection of Daniel St and Penhallow St, and at the existing temporary pedestrian crossing on Daniel St in front of Moe’s Sandwich shop. Work involves removing the existing brick, removing the existing underlayment, prepping and placing the new underlayment, and installing the new hardscape accent pieces in six locations that align with the granite pier. The curved accent hardscape in front of the Hearth Food Garden for outside dining will be completed at a later time. Parking will be reserved for the needed excavator in the Daniel Street loading zone and that loading zone will be relocated to reserved spaces in front of the McIntyre building for 2 weeks (Monday thru Friday only). No equipment will be parking on Daniel St overnight.
Penhallow Street sidewalk -- Once the Daniel St improvements have been completed, work on the accent hardscape on Penhallow St. will follow.
Monday July 25 - Friday, July 29
Daniel St Drainage and Electrical Conduit Installation: The telecommunication vendors will be on site Monday 07/25 pulling wires thru the new infrastructure conduit on Penhallow. This work will take ~2-3 days.
60 Penhallow Construction: Penhallow will be closed between Custom House Lane and Daniel Street, 7 am to 12 noon on Mon Jul 25, Tues Jul 26 and Wed Jul 27 for deliveries. The “pedestrian pass thru scaffolding” on the north end of Penhallow St. has been relocated and copper / façade work continues.
Monday July 18 – Friday July 22
Daniel St Drainage and Electrical Conduit Installation: MON JUL 18 - WED JUL 20 Telecommunications vendors on site to pull wires thru the new infrastructure conduit on Penhallow.
60 Penhallow Construction: MON Jul 18 Severino work on the brick sidewalk from in front of Cere’s Bakery to the new pole on Sheafe St. Pedestrian sidewalk access will be re-routed as this work is completed. MON-TUES Jul 18-19, 7 am to 12 noon: Relocate pedestrian pass thru scaffolding to the south end of Penhallow (over garage area) to allow the façade and copper work to continue on this elevation. WED Jul 20 Penhallow CLOSED between Custom House Lane to Daniel St) from 8 am to 1 pm for delivery and unloading of glass partitions.
Daniel St Drainage and Electrical Conduit Installation:
Jul 7 – July 15: The new pole has been set on Sheafe St. McNabb Properties and Severino to complete the conduit run from the communications manhole in Penhallow St., to the new pole on Sheafe St. on Thursday 7/7, per the direction of the City DPW. Eversource has completed most of their main wiring thru the new infrastructure. The remaining wiring to be completed by Eversource is from the pole between 30 Penhallow and 60 Penhallow into the new Eversource switch. This work has not yet been scheduled; however, McNabb Properties will continue to keep parties informed as information is received. Eversource also has one additional pole that will be installed in the alley next to Moe’s. The details and easement for the placement of this pole is still in progress. McNabb Properties will continue to keep all parties informed when this work is scheduled. Both Eversource and the communication vendors are working to complete their wiring within the new underground infrastructure. Once wires are in place, McNabb Properties will start the individual coordination with business to schedule the secondary connections.

The loading zone for Daniel St Businesses have been returned to its original location on Daniel St.
- A temporary pedestrian cross walk has been “striped” from the south side of Daniel St (corner of Cali B) to the north side of Daniel St.
- Light poles have been installed on Daniel St. and soon to be energized.
June 27-Jul 1: DANIEL STREET SIDEWALK BRICK WORK TO BE COMPLETED FRI JUL 1. DANIEL & PENHALLOW BUSINESSES ARE OPEN. Pedestrian access maintained.
Jun 13-17: Rescheduled setting of the Eversource electric pole at Sheafe St. this week, weather-permitting. PENHALLOW CLOSED between Custom House Lane and Daniel St. on TUES Jun 14 thru FRI Jun 17 for the delivery of glass partitions. 4-hour window each day and reopened once unloading is complete. DANIEL STREET CURBING MON Jun 13 and TUES Jun 14, plus SIDEWALK BRICK WORK this week. Masonry work, framing and exterior elements of the building continue as does work in the west alley and south alley, preparing for fountain foundations and hardscape. Sidewalk brick repair on Daniel Street continues. DANIEL & PENHALLOW BUSINESSES ARE OPEN. Pedestrian access maintained.
May 26 & 27: Penhallow Street CLOSED between Custom House Lane and Daniel Street during work day. Eversource will be pulling wires thru the conduit infrastructure system next week. This shut down will be during the day only with Penhallow opening up at the end of each day. Traffic on Penhallow will be handled as in the past (Custom House Lane will exit their street heading towards State St.).
May 16- May 20: Construction at 60 Penhallow continues with electrical vault conduit installation requiring the closing of Penhallow from Custom House Lane to Daniel Street. Masonry work, framing and exterior elements of the building continue as does work in the west alley and south alley, preparing for fountain foundations and hardscape. Sidewalk brick repair on Daniel Street continues.
May 9 – May 13: During this week, Severino will continue repairing all brick sidewalks disturbed during the conduit installation the previous week. This sidewalk work will continue down Daniel St (if not completed the week of 05/02). Note, Severino will not be progressing with sidewalk repairs on Penhallow until the week of 05/16, due to electrical vault install. As the sidewalk is impacted by the brick repairs, Severino will make provisions to ensure pedestrian access is maintained down the street at all times. Severino will also be installing the electrical underground vault and the communications manhole at the intersection of Daniel St and Penhallow St. This work will impact the east end of Daniel St, but it is the intent to keep Daniel St open for thru traffic. Please note, eight (8) parking spaces in from the McIntyre Building will be used as a drive lane for thru traffic. A police detail will be present to ensure the proper flow of traffic thru this work zone area.
Additional work items this week include:
- A police detail will remain at the corner of Penhallow and Daniel St to ensure traffic flows thru this area smoothly.
- Severino will continue to walk Daniel St daily to talk with businesses to advise on the status of construction and what to expect for the upcoming days.
- Three (3) parking spaces in front of the McIntyre Bldg are reserved as a temporary loading zone for Daniel St Businesses during this construction phase. These spaces have been temporary signed as a “loading zone” and are monitored by McNabb Properties, Severino, and the police detail to ensure they are used for loading and deliveries only.
- All parking on the street has been reserved for the construction (lane shifting and pedestrian shifting) during the sidewalk work. However, the team will coordinate activities to allow for deliveries and pick-ups in front of Moe’s Sandwich shop (this area should not be impacted with the sidewalk work).
- A temporary pedestrian cross walk has been striped from the south side of Daniel St (corner of Cali B) to the north side of Daniel St.
April 4- April 22: Drainage work within Daniel Street was completed on Apr 15. Electrical conduit crossing Daniel St was completed April 22.
April 25 – April 29: Daniel Street opened for single lane use during this week. Severino completed extending the electrical conduits from the edge of the curb on Daniel Street thru the sidewalk to finalize the conduit paths in required locations.
May 2 – May 6: During this week, Severino will be repairing all brick sidewalks disturbed during the conduit installation the previous week. Severino will be starting all sidewalk brick repairs at Daniel Street working towards Penhallow and State Street. As the sidewalk is impacted by the brick repairs, Severino will make provisions to ensure pedestrian access is maintained down the street at all times.
60 Penhallow Construction:
Monday July 11- Friday July 15: Construction at 60 Penhallow: Severino has completed the brick sidewalk along Daniel St. and is now open to the public. The “pedestrian pass thru scaffolding” has been erected on the north end of Penhallow St. and will continue to be in place for approximately the next two weeks. McNabb Properties has opened the Penhallow St. sidewalk for pedestrian use. McNabb Properties continue to work in the west alley and south alley. Seating wall decorative concrete placement was schedule for Friday 7/8, but may be rescheduled for week of 7/11, due to forecasted rain.
Additional items upcoming that will continue to be monitored:
- Crane picks that will be forthcoming during the week of 7/18: Interior glass wall systems, millwork paneling, doors
- Eversource pole installation: Alley off of Daniel St., next to Moe’s
- Pedestrian pass thru scaffolding to be relocated onto the sidewalk of Daniel St., to complete the center of the building façade, once the Penhallow St. façade is complete in approximately 2 weeks.
Jun 27 - Jul 1: Rescheduled setting of the Eversource electric pole at Sheafe St. this week, weather-permitting. PENHALLOW SIDEWALK SCAFFOLDING IN PLACE for copper installation. This “pass thru” scaffolding allows pedestrian access to the sidewalk.
May 9- May 13: Construction at 60 Penhallow will continue during the sidewalk conduit work in Daniel St. McNabb Properties has not filed for any flagging permits on Penhallow for the week of 05/09-05/13, however Severino has an excavation/flagging permit and will be closing the end of Penhallow from Custom House Lane to Daniel St for the installation of the underground electrical vault. We will continue working on the Penhallow elevation, with framing and exterior elements working from within the three parking spaces north of the parking garage and the sidewalk area. McNabb Properties will also be working in the west alley and south alley preparing for fountain foundations and hardscape.
Penhallow Sidewalk Work: Severino will be continuing existing sidewalk brick repairs (impacted by the off-site utility work) along Daniel St only this week (if the work was not completed the week of 05/02). Repairs along Penhallow to State Street will be “delayed” until the week of 05/16 to avoid impacting Penhallow St at both State St and Daniel St.
Building construction on the Daniel St elevation will also continue during this week. McNabb Properties has erected scaffolding along the Daniel St elevation to allow for the installation of the building skin, copper bands, and the Acoya trim. Using scaffolding to complete the balance of the work on Daniel St will eliminate the number of lifts on this elevation going forward and should ease the construction congestion on Daniel St.

- Crane picks that will be forthcoming: Exhaust fans for the roof; solar panels; and balcony railings.
May 2- May 6: Construction at 60 Penhallow continued during the sidewalk conduit work in Daniel St. McNabb Properties has not filed for any flagging permits on Penhallow for the week of 05/02-05/06, since the timberframes and sail posts were completed the week of 04/25. They will continue working on the Penhallow elevation, with framing and exterior elements working from within the three parking spaces north of the parking garage and the sidewalk area.
Daniel Street Construction April 25 – April 29: Daniel Street opened for single lane use during this week. Severino worked to extend the electrical conduits from the edge of the curb on Daniel St thru the sidewalk to finalize the conduit paths required in three locations. As the sidewalk is impacted by the conduit extension, Severino will make provisions to ensure pedestrian access is maintained down the street at all times.
60 Penhallow Construction: April 25- April 29: Construction at 60 Penhallow will continue during the sidewalk conduit work in Daniel St. McNabb Properties has filed for a flagging permit on Penhallow for the week of 04/25-04/29. Monday thru Friday the flagging permit is to allow for an expanded use of Penhallow St for the framer to use a boom lift on this elevation of the building. We will be exceeding the width of the parking spaces presently used (north of the garage). McNabb will maintain a road with of 12’ to allow for thru traffic during this timeframe (Penhallow will remain open during this construction activity).
On Monday 04/25 and Tuesday 04/26, Penhallow will be closed from Custom House Lane to Daniel St to allow for the erection of the sail posts on Penhallow St. The timberframes will be erected on Thursday 04/21, with the sail post steel erection starting on Friday 04/22. We anticipated this work taking more than 2 days, which is why the flagging permit for the week of 04/25 is including Monday and Tuesday to complete this work. During this construction activity, the crane will be set up in Penhallow between Custom House Lane and Daniel St. The crane will be used from 7:00 am thru 5:00 pm, with Penhallow being open for thru traffic at the end of each day.
Building construction on the Daniel St elevation will also continue during this week. McNabb Properties has erected scaffolding along the Daniel St elevation to allow for the installation of the building skin, copper bands, and the Acoya trim. April 18- April 22: McNabb Properties has filed for a flagging permit on Penhallow for the week of 04/18-04/22. Monday thru Friday the flagging permit is to allow for an expanded use of Penhallow St for the mason to use a lull to set granite on this elevation of the building. We will be exceeding the width of the parking spaces presently used (north of the garage). McNabb will maintain a road with of 12’ to allow for thru traffic during this timeframe (Penhallow will remain open during this construction activity).
On Thursday 04/21 and Friday 04/22, Penhallow will be closed from Custom House Lane to Daniel St to allow for the erection of the timberframes and sail posts on Penhallow St. The timberframes will be erected on Thursday, with the sail post steel erection to follow immediately. We anticipate this work taking more than 2 days and will file for an additional flagging permit for the week of 04/25 thru 04/30, for an additional 2 days to complete this work. During this construction activity, the crane will be set up in Penhallow between Custom House Lane and Daniel St. The crane will be used from 7:00 am thru 5:00 pm, with Penhallow being open for thru traffic at the end of each day.
UPDATE: Monday 04/18/22 thru Friday 04/22/22:on Daniel St Drainage Installation:
April 4- April 22: Daniel Street is anticipated to be closed to vehicular traffic, weekdays from 7:00 am to 4:30 pm. The roadway will be open in the evening. Sidewalks in front of businesses will remain open and passable for pedestrian traffic. Trash pickup and deliveries will be accommodated. Items to review are as follows:
Drainage work started on Monday 04/04 and is progressing well. Drain line work will continue the week of 04/18 as outlined.
o Note, some minor ledge was encountered in front of Cali-B’s store, which was removed with a “hammer”. We will continue to monitor the ledge impact.
o Severino is now working on the added structures (catch basins and drain manholes) located toward Market Square. Work is progressing well.
o Electrical conduit crossings on Daniel St may start the during the week of 04/18. This work will be confined to Daniel St only (no impact to sidewalks or alleys).
A representative from Severino Construction continues to walk Daniel St daily to talk with immediate business to advise on the status of construction and what to expect for the upcoming days. Updates on ledge will be given at daily walks with the immediate businesses.

One parking space has been reserved on Penhallow in front of TJs as a “sandwich pick-up” location for Moe’s Sandwich shop. This will be signed and monitored by all parties to ensure it is used properly during this construction phase.
Background:
On Thursday 03/17/22 a meeting was held at the corner of Daniel and Penhallow to discuss the schedule, scope and coordination of utility work that will be taking place. Present at this meeting were representatives of McNabb Properties, Severino Construction, and the City of Portsmouth along with abutters. As described during the meeting, the utility work being undertaken on Daniel Street will provide benefits beyond the Brick Market project. The drainage work is part of an ongoing sewer separation effort by the City. The electrical work is part of a larger plan of future improvements to the electrical infrastructure in the downtown area. This work is being paid for and coordinated by McNabb Properties as part of its land use approvals for the project. Portsmouth’s Department of Public Works is making sure work on the City’s infrastructure is done to specifications and is coordinated with other street and sidewalk improvements that are required as part of the project.

After a follow-up meeting on March 30, McNabb Properties reported:
April 4- April 22: Daniel Street is anticipated to be closed to vehicular traffic, weekdays from 7 am to 4:30 pm. On Monday, April 4, Severino will be cutting into the pavement and excavation will start on Tuesday, April 5. The roadway will be open in the evening. Sidewalks in front of businesses will remain open and passable for pedestrian traffic. Trash pickup and deliveries will be accommodated. New items reviewed at the meeting include:
- Severino will be walking Daniel St daily to talk with immediate business to advise on the status of construction and what to expect for the upcoming days.
- Three parking spaces in front of the McIntyre Building have been reserved as a temporary loading zone for Daniel Street businesses during this construction phase. These spaces have been temporarily signed as a Loading Zone and will be monitored by McNabb Properties, Severino and the police detail to ensure they are used for loading and deliveries only.
- One parking space has been reserved on Penhallow Street, in front of TJs, as a “sandwich pick-up” location for Moe’s Sandwich shop. This will be signed and monitored by all parties to ensure it is used properly during this construction phase.
- A temporary cross walk will be established from McNabb Properties west alley (next to Calli B) to the north side of Daniel Street to assist in moving pedestrians across the street to an active/open sidewalk.
Anticipated future timetable:
April 25-May 12: Daniel Street will be open to vehicular traffic but there will be some lane shifting to accommodate the installation of conduit and some impacts to parking spaces in front of businesses where needed to effectuate the lane shifting. Sidewalks in front of businesses will remain open and passable for pedestrian traffic. Trash pickup and deliveries will be accommodated.
May 19-June 22: Curbing and brick sidewalk along Daniel Street in front of businesses that have impacted by either the drainage installation or the electrical conduit installation will be repaired. There will be minor pedestrian detours where work is being performed. Note, this sidewalk repair work does not include the sidewalk replacement in front of 60 Penhallow. Sidewalk along Daniel Street in front of 60 Penhallow will be under construction at the same time and is scheduled to be completed and returned to the City by July 3, 2022.
Please note, the above dates are approximate dates that we will strive to meet or improve upon. However, these dates do not take into consideration unknown obstructions or excessive weather conditions. The City will be working with Severino to approve traffic detours and to evaluate and adjust parking spaces and loading zones in the area as construction progresses.
