The Portsmouth Halloween Parade is an all-volunteer effort, not a City-sponsored event. The parade steps off from Peirce Island at 7 pm and ends at Prescott Park. The parade route proceeds down Daniel Street into Market Square. Chapel Street between Daniel and Bow Streets will be closed from 7 am to 12 noon on Tuesday, October 1 to perform work on the road surface in front of St. John's Church. Traffic will be rerouted around the area and will be blocked from entering Bow from Market Street. The right turn from Penhallow to Bow will also be blocked.

The City will hold a public meeting on October 3 at 6:30 pm in Conference Room A at City Hall, to update the neighborhood and other interested residents on the plans for rebuilding the seawall and reconstructing the wharf. The plan must be implemented in phases, because to keep the pumping station in operation, the new station must be built in an adjacent location. The meeting is intended to discuss opportunities presented by the reconfiguration of the site that might be included in the master plan for the property.
